Md. Nasiruzzaman

Md. Nasiruzzaman, Secretary, Ministry of Agriculture is an officer of BCS (Administration) cadre. Prior to his present position he worked as Chairman Bangladesh Agricultural Development Corporation (BADC). Before that he also served in different posts in field administration including Deputy Commissioner in Sherpur. Besides, he performed duties in different positions in Finance Division,  Economic Relations Division, Ministry of  Religious Affairs. 

Md. Nasiruzzaman  obtained graduation in Social Science from the University of Dhaka, MBA from Northern University and MS in Environment from State University of Bangladesh, Bangladesh. He also has trained in professional training from Duke University, Durham, USA and University of Wolverhampton, UK.  In his professional career, he participated in different important capacity development programs in home and abroad. He traveled a number of countries in Asia, Europe, North America, Africa and Australia for participating in training, seminar etc. related to state affairs & agreements where he contributed a lot. 

Throughout his career, he got the opportunity to devote himself in sports and cultural activities, associated with different socio-cultural organizations.

Dr. M. A. Sattar Mandal, an internationally reputed Professor of agricultural economics, has been involved in teaching, research and policy planning in agriculture and rural development in Bangladesh for over four decades. Recently, Bangladesh Agricultural University (BAU), Mymensingh, has appointed him as its Emeritus Professor.

He obtained bachelor and masters in agricultural economics from Bangladesh Agricultural University and did his PhD from University of London in 1979 and post-doc studies from University of Oxford in 1986-87 both under the UK commonwealth scholarship and fellowship programmes. Major areas of Professor Mandal’s academic interests include agriculture, food and rural development, agricultural policies and planning, irrigation and water resource management, agricultural technology and rural mechanization, and agribusiness development.

Professor Mandal is currently involved as a member of the Expert Pool of the Ministry of Agriculture, Government of the People’s Republic of Bangladesh. He is a member of the Technical Advisory Committee (TAC) of the KrishiGobeshona Foundation (Agricultural Research Foundation) of which he is a government nominated member of the board of management. Professor Mandal has been a member of the Independent steering Committee (ISC) for the new CGIAR Research Program on Fish Agri Food Systems (FISH) of the WorldFish, Penang, Malaysia. He is currently involved as a syndicate member of the Bangladesh Agricultural University and Sylhet Agricultural University.

Professor Mandal was the Vice-Chancellor of Bangladesh Agricultural University (BAU), Mymensingh, during 2008-2011. He was a Member for Agriculture, Water Resources & Rural Institutions Division during 2011-2013 and a member for General Economics Division during 2000-2001 in the Planning Commission, the central Planning Organization of the Government of Bangladesh. Professor Mandal worked as a Senior Advisor to Food and Agriculture Organization of the United Nations (FAO) in Bangladesh during 2015-2016.

He led many research projects and published his works widely. He works in high level committees of the Bangladesh Government international development agencies. He has worked as a visiting professor in many universities abroad including School of Development Studies of the University of East Anglia, UK in 1997 and 2000, and Faculty of Life Sciences of the Rhine-Waal University of Applied Sciences, Kleve, Germany since 2013 through 2017.



Md. Habibur Rahman

Md. Habibur Rahman presently working in the Finance Division, Ministry of Finance. He did his Master’s in English.

He joined Bangladesh Civil Service (Administration Cadre) in 1989 (8th Batch).
He had served all tiers of Field Administration as Assistant Commissioner & Magistrate, Assistant Commissioner (Land). Senior Assistant Commissioner, UNO, Additional Deputy Commissioner (General/Revenue), Additional District Magistrate, Deputy Commissioner and District Magistrate (Kurigram).

He attended a wide range of training/Conference, Seminar/Symposium at home and abroad. He visited a number of countries of Asia, America and Australia such as Thailand (twice), India (twice), China (twice), Malaysia, Vietnam, United States of America and Australia.

Mr. Rahman is also tendering his best efforts as a director in the Board of Directors of Cadet Colleges, Jhenidah Govt. Veterinary College and Sheikh FazilatunnesaMujib Women Technical Training Center (Dhaka) and as a member of Syndicate of the National University (Gazipur).

Mr. Rahman came of a respectable Muslim Family in 1963 in the District of Dhaka.

Mr. S. M. Moniruzzaman is working as Deputy Governor of Bangladesh Bank, the Central Bank of Bangladesh and overseeing the core functioning of the organization. He is also a member of Bangladesh Bank Board of Directors.
Mr. Moniruzzaman did his Masters and Honors Degrees in Economics from University of Rajshahi. He also obtained another Masters in Economics from Eastern Michigan University, USA in 1999. He is a Diplomaed Associate of Institute of Bankers, Bangladesh.

Mr. Moniruzzaman joined the Bangladesh Bank in 1984 as Assistant Director and serving the Central Bank for more than 34 years. In the long journey of central banking profession his career has been enriched with comprehensive knowledge and vast experience in financial sector regulations, supervision, financial inclusion and overall financial sector stability of the country. Moreover, he has worth mentioning skill and expertise in foreign exchange related issues, banking regulation and policy.

Mr. Moniruzzaman had represented Bangladesh Bank in various international and national organizations. He has been nominated member of the Executive Committee of Asia Pacific Rural and Agricultural Credit Association (APRACA), member of the Supervisory Board of Netherlands based organization Child and Youth Finance International (CYFI). Besides, he has been nominated Chairman of the Executive Committee of Bangladesh Institute of Bank Management (BIBM); Council member of Institute of Bankers, Bangladesh (IBB); Director of Security Printing Corporation Bangladesh Limited (SPCBL); member of the Governing Council of the Institute of Public Finance, Bangladesh  (IPF); member of the Board of Directors of SME Foundation and member of Financial Reporting Council (FRC), Bangladesh.

During his central banking career, Mr. Moniruzzaman has attended various courses, seminars and conferences in Canada, China, Germany, Hong Kong, India, Indonesia, Japan, Malaysia, Nepal, Pakistan, Philippines, Russian Federation, Saudi Arabia, South Korea, Thailand, United Arab Emirates and USA.



Kazi Sanaul Hoq

Kazi Sanaul Hoq has joined as Managing Director of Investment Corporation of Bangladesh (ICB) on 10 August, 2017. He started his career as a Senior Officer in ICB on 25 October 1984 and served different position in the same organization. Before his joining he acted as Managing Director at RajshahKrishiUnnayan Bank (RAKUB), During his service life he served different Banks and Financial Institutions. He served as Managing Director (Current Charge) and Deputy Managing Director at Agrani Bank Ltd. In addition to that KaziSanaulHoq served as general manager at BDBL and RAKUB. He also served as CEO at ICB Securities Trading Company Ltd. He completed his B. Com (Hon’s) and M. Com degree in Accounting from The University of Dhaka.

He has been contributing  his professional expertise as the Chairman of  ICB Capital Management Ltd. Dr. Rezaul Karim Talukder

Dr. Rezaul Karim Talukder joined FAO, Dhaka in late 2006 as a National Advisor in the National Food Policy Capacity Strengthening Program (NFPCSP). After completion of job with the NFPCSP, he joined FAO again in the Meeting the Undernutrition Challenge (MUCH) Program as Poverty and Social Protection Policy Advisor from early 2015, and has since been working there. Prior to joining FAO, Dr. Talukder was a Professor in the Department of Agricultural Economics, Bangladesh Agricultural University, Mymensingh. He also worked as a Visiting Professor at the Dublin Institute of Technology (DIT), Ireland in 2015.

Dr. Talukder obtained his Bachelor and Mastersdegrees in Agricultural Economics from the Bangladesh Agricultural University (BAU), Mymensingh in early seventies. He also obtained a Masters in Agricultural Economics from the American University of Beirut (AUB) in 1980 and a Ph. D from La Trobe University, Australia in 1990.

Dr. Talukder’s major areas of academic and research interest include agricultural price policy, food policy, poverty and food security, livestock and fisheries economics. He worked as a Team Leader from Bangladesh side in a number of research works conducted through the Australian Centre for International Agricultural Research (ACIAR), World Fish Center and the International Livestock Research Institute (ILRI).

Mr. Md. ManzurulHannan has started his professional career as a BCS (Agriculture) cadre officer on March 10, 1982 after completion of the course BSc in Agriculture (Honors) from Bangladesh Agricultural University, Mymensingh. During his career, he successfully occupied different posts & positions at Upazilla, District and National level in the Department of Agricultural Extension (DAE). Finally he was posted in the position of Director of Second Crop Diversification Project of DAE. Afterwards he has joined as Director General (DG) of DAE.

Mr. ManzurulHannan is currently involved as a Managing Director of Hortex Foundation. He is a member of the Board of KrishiGobeshona Foundation (KGF).

WaisKabir, born in December 1954 obtained his Bachelor of Science degree in Agri Engineering from Bangladesh Agricultural University in 1978. Later he completed his master’s degree in Agriculture and Food Engineering from Asian Institute of Technology, Thailand and Ph.D. in the field of water management from Central Luzon University, Philippines. He continued his post-doctoral research in Kansas State University, USA. He also received professional trainings in diversified fields of agriculture and research management at home and abroad including IRRI Philippines and Cornell University, USA.  
He led National Agricultural Research System (NARS) as Executive Chairman of Bangladesh Agricultural Research Council for about five years, highest agricultural research position in the country. He has obtained experiences to coordinate, manage, oversee and supervise operational aspects of the National Agricultural Research System (NARS), having over 30 years’ experience in Bangladesh that includes 12 National Agricultural Research Institutions. He maintains strong leadership ability and visionary skills to lead multidisciplinary teams. He worked with government functionaries, donors and the private sector appreciating unique operational mechanisms of each of them. He represents agri research in regional and international forums and gained experiences working with United Nations (FAO) as team leader for three years. While working with UN FAO, he led a team of experts to map water logging in the southwest of Bangladesh and came up with useful input to address the disaster.

Dr. Kabir worked for five years in the leadership position in intergovernmental body (SAARC Agriculture Center) and made significant contribution in institutional development of the center. He produced number of policy documents for the benefit of the agricultural development of eight countries in south Asia. Besides, he contributed as a member of the international mission to review development programs supported by the donor agencies and Bangladesh governments.
Presently, Dr. Kabir is serving KrishiGobeshona Foundation (Agri Research Foundation), a government sponsored autonomous research grant making body, as Executive Director. In KGF he has been promoting agricultural research and development involving NARS, universities, private sector and international research centers. 

He published number of research papers and documents in international journals. He presented number of key notes in national and international bodies. In 2010, he presented a key note paper on the occasion of celebration of 50 years of IRRI in Dhaka in presence of the honorable Prime Minister of Bangladesh.

Bangladesh Krishi Gobeshona Endowment Trust (BKGET) was established by the Government of Bangladesh in 20 April, 2008 as an entity under the Ministry of Agriculture (MOA), in consultation with the Ministry of Finance.
